Closing Ceremony of the “Training Course on Procedures for Drafting Laws and Legal Normative Documents in the Tourism Sector”

H.E. HUOT Hak, Minister of Tourism, presided over the Closing Ceremony of the Training Course on Procedures for Drafting Laws and Legal Normative Documents in the Tourism Sector for 120 participants, including 63 officials from the Ministry of Tourism at the national level and 57 officials from the Municipal and Provincial Departments of Tourism. The training course featured keynote presentations by H.E.

UT Sinat, Secretary of State and Deputy Secretary General of the Council of Jurists of the Office of the Council of Ministers, and H.E. MAM Sarith, Permanent Member of the Economic, Social, and Cultural Council of the Office of the Council of Ministers.

This training course was organized to provide new knowledge and enhance the capacity of officials of Ministry of Tourism, both at the national level and the municipal and provincial levels, on the fundamentals of drafting laws and legal normative documents for use in the tourism sector, ensuring consistency, compliance, uniformity, and legal security in both form and substance. This contributes to strengthening the rule of law, good governance, and the sustainable, resilient, and environmentally friendly development of Cambodia’s tourism sector.

In his remarks on this important occasion, H.E. Minister underlined that drafting laws and legal normative documents is a vital task that has always received high attention from the Head of the Royal Government, starting from the leadership of Samdech Techo HUN Sen, former Prime Minister and current President of the Senate, and continuing into the 7th Legislature of the National Assembly under the wise, capable, energetic, and pragmatic leadership of Samdech Moha Borvor Thipadei HUN MANET, Prime Minister of the Kingdom of Cambodia. On 23 July 2024, the Royal Government issued a Sub-Decree on the Implementation of the Guidelines on the Procedures and Measures for Drafting Laws and Other Legal Normative Documents. This sub-decree serves as an important legal instrument for guiding the drafting of laws and legal normative documents based on common principles that all ministries and institutions must follow, to ensure that the laws and legal documents issued are of high quality, consistent, compliant, simple, sustainable, legally secure, and effective.

H.E. Minister further emphasized the importance of the legal reform program, which focuses on building legal concepts, adhering to the principles of the rule of law, and respecting the values of legality. This is based on a legal system that is unified, effective, legally relevant, underpinned by legal supremacy and legal security, aligned with international standards, and adapted to Cambodia’s context; an essential foundation for Cambodia’s legal reform.

At the same time, H.E. Minister stressed that organizing this training course effectively responds to the objectives of the above-mentioned important reform program, as well as to the four priority work plans of the Ministry of Tourism, namely: 1. drafting legal normative documents to serve the tourism sector; 2. strengthening institutional capacity; 3. building and developing human resources to become human capital in the tourism sector; and 4. maintaining a harmonious working environment within the Ministry and its subordinate bodies at both national and sub-national levels, based on solidarity, internal unity, and good cooperation.

H.E. Minister also urged all trainees to share the knowledge they have gained from this course with their colleagues within their institutions, to further strengthen their capacity in drafting laws and legal normative documents.
